Horizon Leisure Centres and Havant Borough Council support the Government initiative to provide free swimming to the Under 16's and Over 60's for a 2-year period from 1 April 2009. However, the funding made available by the Government to support free swimming at Havant and Waterlooville Leisure Centres for these 2 age groups is significantly less than the income currently received. Horizon Leisure Centres works in partnership with Havant Borough Council. A good example of how this partnership works can be seen in the replacement of the lighting system in the small sports hall at Havant Leisure Centre. The new lights, paid for by the council, have replaced the old system with a new intelligent system. The lights each have motion sensors that will dim the lighting level if they detect no movement after eight minutes in the sports hall.
